Council Meeting 27 February 2020

  • Westland Holdings Limited Strategic Plan 

Joanne Conroy spoke to Council to advise Council about the Strategic Plan that has been developed for Westland Holdings Limited. The Strategic Plan was received by Council.

  • Westland Holdings Limited Draft Statement of Intent

Joanne Conroy spoke to Council to advise Council about the draft Statement of Intent for Westland Holdings Limited. Council received the draft Statement of Intent.

  • Westland Holdings Limited Remuneration Review

Joanne Conroy spoke to Council in support of the remuneration review and the reasons that the Directors are seeking a greater level of remuneration. Council resolved to increase remuneration for the Directors of Westland Holdings Limited.

  • Simon Bastion, Chief Executive, gave Councillors an update on the projects currently being undertaken by Council.
  • Adoption of Audit Committee Terms of Reference 

Lesley Crichton, Group Manager: Corporate Services, spoke to Council about the Audit Committee Terms of Reference and appointment of the Independent Chair to the Committee. Council adopted the Terms of Reference and appointed Rachael Dean as Independent Chair, and His Worship the Mayor, Councillor Anna Hart, Councillor Jane Neale and Iwi Representatives as Committee members

  • Adoption of Terms of Reference for Standing Committees

Simon Bastion, Chief Executive spoke to the report and Council adopted the Committees’ Terms of Reference and Committee Members as set out in the Report.

  • Te Tai o Poutini Plan Committee Deed

Council adopted the Te Tai o Poutini Committee Deed.


Local Government Funding Agency

John Avery, Director, and Andrew Michl, Manager Credit and Client, gave a presentation to Council on the purpose and work of the Local Government Funding Agency.

Price Waterhouse Coopers

Brett Johanson, Partner, from PwC gave a presentation to Council and discussed Governance and treasury management policy, gave a financial market update, discussed Council’s funding and interest rate management strategy and LGFA and local government sector trends.


Evy Lai, CEO of Gold Stone Farm Hokitika, presented on the Bioplant company.


Zoe Watson and students from Hokitika Primary School joined Council to speak about Enviroschools and the work that they are doing in local schools to support students to learn about sustainability and zero waste, funded through the waste minimisation levy and District Councils.

Department of Conservation

Karen Jury, Regional Improvement Manager, Western South Island, and Nicole Kunzmann, Operations Manager, from Department of Conservation spoke to Council about  ‘Working together on the West Coast’

Westland Holdings Limited

Joanne Conroy, Chair, and Chris Rea, Director, provided Councillors with an update on Westland District Council Controlled Companies and their recent activities.
