Adopt the Draft Annual Plan 2020/2021 and Consultation Document

 

  1. Adoption of the Draft Annual Plan 2020/2021

Corporate Services Manager, Lesley Crichton, spoke to the report. Zero rates increase has been put forward, this is not reflected in adjustments to operating expenditure. Some adjustments to operating expenditure and the pausing of loan repayments have been made to reduce the effect of future rate increases. Shortfalls in funding will need to be repaid in upcoming years through increased rates. Low rate increases will not be sustainable long-term.

If Council approves additional spending for communities in 2020/2021, the communities will have to pay for this with rates increases in the 2021/2022 year. If the funding is continued in the 2021/2022 financial year the rate increase for that item will be double.

Council adopted the Draft Annual Plan 2020/21 with minor amendments and instructed the Chief Executive to make the Draft Annual Plan available to the community from 7 May 2020.

Strategy and Communications Advisor, Emma Rae and Corporate Services Manager, Lesley Crichton, spoke to the report.

Council asked for the information about the Ocean Outfall project to be amended and made clearer.

Council adopted the Draft Annual Plan 2020/21 Consultation Document with minor amendments and instructed the Chief Executive to make the Draft Annual Plan available to the community from 7 May 2020.
