FINAL PROPOSAL FOR REPRESENTATION ARRANGEMENTS FOR
THE 2019 LOCAL ELECTIONS

 

Submissions

On the 23 August 2018 Westland District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council to apply for the local elections to be held on the 12 October 2019.

The Council received four submissions on its proposal.  Three submissions contained objections to various elements as follows:

One submission was in favour of all the elements of the proposal.

Final Proposal

Having considered all of the objections, the Council resolved to adopt its initial proposal as the Council’s final proposal.

Council rejected matters raised in the objections for the following reasons:



Elect members at large as electors should be able to vote for any representative they want regardless of area

This was rejected as Council felt that representation would not be broad across the District if elected at large.


Analysis of Community interest is too broad and not representative

Elected Representatives can bring any interest to the table, not just those that relate to the broad statement of interest


Single Transferrable vote should be used instead of First Past The Post

The electoral system will be considered outside of this review

 

Council Representation

It is proposed that the Council comprise 8 members elected from three wards, with the Mayor being elected at large.

The three wards reflect the following identified communities of interest:



Northern Ward


All that part of Westland District north of the Mikonui River but excluding Hokitika.


Hokitika Ward


All that part of Westland including the town of Hokitika, the area north to Three Mile and including the areas to the east known as Blue Spur and Brickfield as far as Pine Tree Road.


Southern Ward


All that area of Westland south of the Mikonui River.

By increasing the representation in the Hokitika Ward from 3 to 4 allows Council to comply with section 19V (2) of the Act, as all wards then meet the ratio of +/-10% of the average population per member.

Community Boards

Council resolved that no Community Boards will be established.

Appeals and Objections

Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision.  An appeal must relate to the matters raised in that person’s submission.

Any person who objects to the final proposal may lodge an objection to the Council’s final proposal.  Any objection must identify the matters to which the objection relates.

Appeals must be in writing and must be received by Council no later than 28 September 2018.
